what is the absolute cheapest prepaid voice only plan for spare basic phones?
(which I keep in the gloveboxes of my cars for emergencies only... or when
I forget my main smartphones)

I will make no more than 1 or 2 outgoing voice calls on them each month.

The cheapest I've found so far is the T-Mobile $3/month prepaid plan which
comes with 30 voice minutes each month. Are there better/cheaper options
beside that one?

A problem with "spare" basic phones is it would still have to be at least 3G. Really old spares may not support that.

I have an "extra" phone I'm using on H2O Wireless that costs as low as $10/90 days. Which is $3.33/month. But if use little, and kept renewed, should build up minutes in case a given month requires more.

Reading that the OP has a main smartphone, and wants to leave it in glove box, I can see why a smartphone wouldn't work. The heat would probably kill it over a summer.

Yes, the spare phones are all GSM 3G. I have no problems using them with
AT&T or T-Mobile(or one of the MVNOs that run on either network)

I did see the $10 plan(90-day) from H2O. If I'm understanding you correctly,
are you saying that the $10 doesn't expire, as long as I add another $10 on
the 89th day?(making my balance $20, assuming no usage at all)

Yeah but you can get a phone like that Alcatel go flip which is actually a 4G LTE flip phone with Wi-Fi too.
