Metropcs said video streaming at 480p. Do they filter all YouTube or Netflix? What about 1080P porn? So many sites have 4K video now. How does Metropcs handle all that?

Easily, just like any network restriction.

Since most traffic is encrypted nowadays, they just limit video sites to 1.5 Mbps since they can't see what videos you're watching to convert them to 480p themselves.

For most sites, at 1.5 Mbps it's enough for 480p, but sometimes the YouTube app streams at 720p HD. So basically they just limit bandwidth and let the site/app decide what to give you with that speed.

What if I download a 500MB file? Will it be limited to 1.5mbps?

No. Other sites are not limited in speed.
