I have 20 of these, are the Family Dollar CDMA and GSM SIMS worth anything on eBay?

Assuming you already used the time PINs in those packages, the remaining SIMs are worth about $1 for each kit, same as the going price from Tracfone on Ebay (with free shipping). Considering it'll cost you at least a first-class stamp to mail the SIMs, plus ebay and Paypal fees, you'll net maybe 10 cents per kit.

Yes, time cards all used.

I was hoping that since these are TMFL SIMS... that maybe $$$$.

If there was a groundswell of realizing that the feature of being able to use standard refills was enabled by use of these, and that became desirable and the demand increased, then you'd have something. But it appears the vast majority of users are complacent about the pluses of that. Luckily I've got 10 of my own if/when I decide to become a TracFone customer myself.

I think right now there are still a lot of TMFL SIMs floating around from merchants' old stocks. As time passes and inventory dwindles down, maybe be the price will go up 100%....to $2

How much did you pay for those SIMS?
Surely, not $29.99.
