Is it possible for a laptop computer to access the internet by using a phone on Cricket as an hotspot ?
If yes, is there an extra fee or can the laptop use the phone's monthly data ?

If your phone will allow it, you can do it. Are you able to as far as Cricket is concerned, no. Many people seem to to be doing it without problems so far.

I am currently a Page Plus flip phone user and a Straight Talk hotspot user for laptop computer. I have no real need for a smart phone , but if able to use a smart phone on Cricket to access the internet for the laptop the idea of combining the two is appealing.
What smart phones are working well on Cricket as hotspots ?

I'd suggest rooting the AT&T Fusion/Tribute from Walmart. That will wifi tether if you hack it (see posts for the Tribute on xda).

I am not familiar with usb tethering. It is possible that many phones can do this without hacking but I'm not sure.

My LG L70 from MetroPCS (unlocked for less than $2) with a Cricket SIM can tether over WiFi (I did not try USB). $79 from MetroPCS.com, maybe cheaper on eBay.
I only ran an experiment so I do not know if the phone or the service would stop the tether after some time or traffic. Out-of-box it just worked with the built-in Android tether.
