Yes. I'm on Verizon Prepaid and its speeds have been identical to post paid. The two locations where I have data slowdowns on prepaid, also happen on Verizon Postpaid devices. And I will get the same 95+ mbps speeds on prepaid as post paid in my area.

That's a pretty strong statement. I don't think there's any doubt that Verizon prioritizes postpaid over prepaid (like all carriers do, AFAIK) so why would dismiss that likelihood? All you have to do is Google it and you'll find that it's a very common issue with Verizon prepaid. There are literally dozens of threads in Verizon's own forums with prepaid users complaining of slower speeds than postpaid. Here's just one of many:

And whether I watch content at home or on a cell phone or on a tablet, I'd prefer to be able to do it at the highest resolution possible by the device.

That is called champagne tastes, stop trying to feed it with a beer budget solution.

T-Mobile doesn't. This is the T-Mobile branded prepaid we're talking about, not Metro PCS.

I'm not not sure how an $800+ cell phone with a high resolution display is a beer budget solution? That costs more than some of the lower end UHD TVs.
Now if I were using a $100 or $200 cell phone with a low resolution 720P display, then I would consider it a "beer budget solution".
