Not a Cricket branded L70. Unless rooted, if rootable.

Or you pay hotspot fee, with appropriate plan.

If it is running anything above lollipop then you will have to root ur phone to make it work. My unlocked moto g4 plus and moto g5 plus can't use there wifi hotspot tether without rooting my phone's.

I think the old L70 I had was able to be rooted but I don't remember, I know older phones like that one were a lot easier to root now it pretty much seems no phone can be rooted anymore....

So if the phone was running Android 4.2 or 4.3 or even 4.4.4 it would work but not on Android L

Most all phones running Android versions 4 and 5 tether out of the box. With Android 6 far fewer and Android 7 even less.
